Dr. Ravinder Singh, a medical graduate with a Ph.D. in Public Health from Jawaharlal Nehru University, currently leads national initiatives in mental health, disability, rehabilitation, and assistive technologies at the Indian Council of Medical Research (ICMR), New Delhi. With over two decades of research and programmatic experience, he has significantly shaped India’s assistive technology landscape through institution-building, policy development, and large-scale implementation research.
Dr. Singh played a central role in establishing the National Centre for Assistive Health Technology (NCAHT) and the Centre for Advanced Research & Excellence in Disability and Assistive Technology (CARE-DAT), strengthening research, innovation, and service delivery ecosystems in the country. He was instrumental in developing the National List of Essential Assistive Products (NLEAP), a landmark step toward standardizing priority assistive devices for equitable access. He also spearheaded the world’s largest assistive technology survey using the World Health Organization’s rapid Assistive Technology Assessment (rATA) tool, generating nationally representative evidence to guide policy and planning.
His contributions have earned him several prestigious recognitions, including a United Nations Award for advancing access to assistive technologies. He is a Member of the National Academy of Medical Sciences and has received the Distinguished Service Award from the Delhi Medical Association and the Expert on Empowerment of Persons with Disabilities Award from the International Hospitality and Tourism Association. Dr. Singh serves as faculty at the Academy of Scientific and Industrial Research (AcSIR), is an editor of multiple national and international journals, and sits on various ethics committees.
He has authored numerous policy briefs and book chapters and contributed to major global publications, including the UNICEF–WHO Global Report on Assistive Technology (GReAT). Through sustained collaboration with the World Health Organization and other international partners, he continues to advocate for integrating assistive technologies into India’s public health system to advance equity, dignity, and inclusion.
